      <p><lb/>Mr SPEAKER,
      <lb/>I Know it is a tender subject I am
      <lb/>to speak of, wherein I believe
      <lb/>some within these walls are en-
      <lb break="no"/>gaged with earnstness in con-
      <lb break="no"/>tratary opinions to mine, and
      <lb/>therefore it will <choice><orig>bee</orig><reg>be</reg></choice> necessary,
      <lb/>that in the first place I beseech the patience of
      <lb/>this House, that they will be pleased to hear
      <lb/>me without interruption, though somewhat
      <lb/>I say should chance to <choice><orig>bee</orig><reg>be</reg></choice> displeasing, I hope
      <lb/>there will <choice><orig>bee</orig><reg>be</reg></choice> somewhat from me are I con-
      <lb break="no"/>clude, that may be of service to this House.</p>
